I think it could work. However NFL teams will have to stop paying top dollar for QBs........

Instead of paying a high profile quarterback $10 million per year, they may need to sign 3-4 3rd or 4th round read-option quarterbacks for a lot less money than a high profile 1st round draftee.
I do not know what Dennis Dixon was paid as a backup for Pittsburgh. I do not know what Tim Tebow was paid to be a backup in New York. I do not know what Kaepernick was being paid by San Francisco when he was drafted.
But I would think that there are a number of very good read option quarterbacks in the collegiate ranks who would never otherwise make an NFL roster. They could probably be obtained and paid relatively little by NFL standards.
