It doesn't make any sense how these rules are enforced. There are a lot of times where a defensive player gets flagged for a helmet to helmet hit when the runner initiated contact by lowering their head. It should go both ways. If a running back drills a defensive player in the head it should be a penalty, especially if it is done with intent.
